ACT for Performance is a management consultancy firm founded in 2013 by three senior experts with complementary skills in international development. Toornstra

FRANKE HENDRIK

Mr. Franke Toornstra has over thirty years' experience in twenty countries in the fields of public sector reform, organizational strategy and project management. Master of Science (M.Sc.) in Agriculture from Wageningen University, expert in rural development and the environment, Mr. Toornstra taught Environmental Science at Leiden University in the Netherlands, before serving as Policy Advisor and Cooperation Portfolio Manager at the Dutch Embassies in Benin and Senegal of the Dutch Ministry of Foreign Affairs. He has worked in Operations and Aid Effectiveness for the World Bank, Washington, and as Vice-President of the IDEA International Institute in Canada. Mr. Toornstra is a highly regarded trainer in his specialist fields.

Guay

MADELEINE

Ms. Guay has been working with development organizations for some twenty years, carrying out studies and evaluations or monitoring programs and policies in Africa, Asia and Latin America. She works for governments and multilateral agencies such as UNICEF, the World Health Organization and Foreign Affairs Canada in the diverse fields of health, the private sector, governance and aid effectiveness. Versatile and multidisciplinary, she holds a M.Sc. in Economics, specialising in environmental economics. She worked as a research professor at the University of Guanajuato, Mexico, and led a journalistic career in the Canadian print media, notably on economic issues.

RONALD

Financial Administrator

Mr. Ronald Staring holds a Bachelor degree in International Business Administration from the University of Applied Sciences, Business Administration and Financial Management in Enschede, the Netherlands. Fluent in English and German, he has worked over the last twenty-five years as a Financial Manager, Controller and Consultant for several international organizations. He has an extensive experience in the financial management of projects, in Africa, Latin America and Asia.

JEAN-PHILIPPE

Data Manager and Infography


After graduating with a Bachelor of Architecture from Laval University, he gained extensive experience abroad. He became a project manager at an architectural firm in Malaysia, then in Hong Kong. He then became chief designer at a major Chicago firm, Solomon Cordwell Buenz. Rapid advancement within the company earned him partner status. Returning to Montreal, eager for new challenges, he founded Manic Image and participated in several major international projects.

Mr. Juan Abreu Méndez has 20 years of consultancy experience in Results-based management, in South-America, the Caribbean, and Africa. He holds a degree in Agro-Economics from the Central University of Venezuela, and a M.Sc. in Project Management from the University of Quebec, where he currently is a candidate for a Doctorate in Business Administration. Mr. Mendez speaks Spanish, French, and English, and has worked in all phases of the public investment management cycle and supported governments in designing, programming, implementing, and monitoring programs and projects. Mr. Méndez has also delivered project management training and served as project director and expert in agriculture, international trade and social development.

Dyke

ELIZABETH

Expert in health and social development


Dr Elizabeth Dyke has worked in the field of health and social development for 25 years. Her work includes assessment, research and capacity building in areas such as HIV, sexual and reproductive health services, nutrition, gender, health systems strengthening, tropical diseases, maternal and child health, and early and forced child marriage. With a PhD in Population Health from the University of Ottawa, Ms. Dyke's clients include UN agencies, donors, governments and NGOs, and she has worked in many countries.

Health and nutrition expert


Dr. Mr. Eric Kouam, Senior Health and Nutrition Expert, holds a PhD in International Nutrition of the University of Montreal in Canada and a Master in Public Health of the School of Public Health of the Free University of Brussels, Belgium. Dr Kouam has over 15 years of experience in Internal Medicine, Public Health, and Nutrition, with extensive expertise in planning and evaluation of Health and Nutrition interventions using qualitative and quantitative approaches. Its activities mainly focus on optimal access to Maternal and Child Health services within the Primary Health Care package in developing countries.

Public health expert


Mr. Poudel is a public health expert with a background in Physiology (University of Alberta, Canada) and Nutrition (Charles Sturt University, Australia). He has approximately ten years of professional experience in Nepal, Thailand, sub-Saharan Africa, South Africa, Australia, and Canada. He has worked extensively with UNICEF, WHO, NGOs, and government agencies, focusing on the planning, implementation, monitoring, and evaluation of projects aimed at strengthening health systems and community interventions. He is the author of several publications, and his research expertise lies in the areas of maternal and child health and nutrition, tobacco control policies, and health policymaking processes.

Information Technology Manager


Mr. Malick Diop is an information technology (IT) manager with over 13 years of experience in business-oriented IT management and supporting the growth of companies in around ten African countries, particularly in West Africa. He is experienced in leading and facilitating cross-functional teams (Architect, Dev, Ops, Scrum Master, Tester, UX/UI, Security) and in digital transformation strategies from the experimental level to scaling. He has a strong interest in financial services in particular and their impact on financial inclusion. He is a results-oriented professional, capable of adapting to technological developments, with proven skills in achieving business objectives and corporate strategies.

Herrera Lombardo

Economist


With a Bachelor's degree in Economics from the University of Santiago de Chile, Mr. Oswaldo Herrera works as a Junior Data Scientist expert in digital and automated data collection, data management, data analysis and data visualization for ACT for Performance in various projects Management, monitoring, cleaning and analysis of digital data (quantitative and qualitative), preparation of reports and Desk reviews. He holds PeopleCert Data Science Foundation accreditation. Previously, he worked in data and financial analysis at the multinational Zurich Insurance Group.

Lefèvre

JACQUES

Data Manager


Jacques Lefèvre holds a Master's degree in Computer Science from the University of Namur in Belgium. He has over 28 years of experience in information technology across 25 countries. Having worked for both the public and private sectors, he has extensive experience supporting development teams, particularly in data structure design, database implementation, and data management. He leads the data management team for our UNICEF third-party monitoring projects in fragile states, including Afghanistan.

Economist


Mr. Mark van Dorp is an economist with 25 years of professional experience in the field of Value Chain Analysis, Private Sector Development, sustainable economic development, economic opportunity mappings, responsible business, ESG (environmental, social and governance) issues, conflict-sensitive business, conflict analysis and peace building, with a focus on complex settings. M.Sc. Economics, Mark has extensive experience in delivering sustainable economic development programs in emerging markets and fragile and conflict-affected areas and has carried out several large evaluations and impact studies. In 2017, Mark founded Bureau Van Dorp, a consultancy firm specializing in responsible business and private sector development in emerging markets and fragile and conflict-affected settings. He works as an associate expert with ACT for Performance.
